On December 15, the annual conference of China's photovoltaic industry was held in Chuzhou, Anhui Province, with the Director of the Electronic Information Department of the Ministry of Industry and Information Technology, Qiao Yueshan, attending the event and delivering a speech. Qiao Yueshan pointed out that the photovoltaic industry is a rising industry that integrates semiconductor technology and new energy demands, and it is also a new and emerging industry that is highly valued and vigorously developed by major countries around the world. China's photovoltaic industry has developed rapidly over the past decade, especially since the 18th National Congress of the Communist Party of China, under the central government's deployment and the joint efforts of the industry. It has become a strategic emerging industry with international competitive advantages, achieving end-to-end safety and control, and is expected to be the first to achieve high-quality development.
Qiao Yueshan stated that despite the challenges faced in 2021, including the complication of international trade barriers, the deterioration of the global epidemic prevention and control situation, the severe global economic situation, the rise in international shipping prices, and the restrictions of energy consumption control policies, especially the significant increase in the prices of the supply chain throughout the year, China's photovoltaic industry has continued to achieve outstanding results. From January to September of this year, the production of polysilicon, silicon wafers, cells, and modules reached 360,000 tons, 165GW, 147GW, and 130GW, respectively, with year-on-year growth rates of 24.1%, 54.2%, 54.6%, and 58.5%, respectively. The new photovoltaic installations reached 25.56GW, with a year-on-year growth of 44.3%.
Qiao Yueshan emphasized that while China's photovoltaic industry has achieved remarkable achievements, there are still structural contradictions and deep-seated problems that need to be resolved, such as the need to improve basic research and development, the need to guide investment frenzies, the need to improve the collaborative mechanism of the industrial chain and supply chain, the complex and uncertain international trade environment, and the challenges in power generation and consumption. The recently concluded Central Economic Work Conference pointed out that under the impact of the century-old pandemic, the evolution of the century-old situation is accelerating, and the external environment is becoming more complex, severe, and uncertain. We must face the difficulties squarely and maintain confidence, accelerate the construction of a new development pattern, comprehensively deepen reform and opening up, take the supply-side structural reform as the main line, adhere to innovation-driven development, and promote high-quality development.
For the next step, to implement the "carbon peak and carbon neutrality" goals, and to implement important deployments such as building a manufacturing powerhouse and promoting energy revolution, the Electronic Information Department of the Ministry of Industry and Information Technology will work with relevant departments to focus on the following tasks:
First, strengthen the top-level design of the industry. Release documents such as the "14th Five-Year Plan" for high-quality development of the manufacturing industry, and compile guidelines to promote the high-quality development of the energy electronics industry. Promote the integration and innovation of solar photovoltaics, new energy storage batteries, key terminal applications, and key information technology products. In collaboration with relevant departments, formulate policies to promote high-quality development in the new era of the new energy industry, and promote the healthy development of the photovoltaic industry in a coordinated manner.
Second, strengthen industry standard management. Continuously implement the "Conditions for Photovoltaic Manufacturing Industry Standardization (2021 Edition)", and further guide the transformation and upgrading of the photovoltaic industry, technological progress, and the reduction of system power generation costs.
Third, promote the intelligent upgrade of the industry. Coordinate resources to consolidate the industry foundation, further carry out intelligent photovoltaic pilot demonstrations, and support the construction of a number of intelligent factories and green factories. Jointly release the "Innovation and Development Action Plan for the Intelligent Photovoltaic Industry (2021-2025)", and promote the innovative application of intelligent photovoltaics.
Fourth, optimize the development environment of the industry. Strengthen industry-finance cooperation to support the development of the photovoltaic industry.
